If you have noticed that more new-build property developments in the UK highlighted with the “Help to Buy” blue-green logo, but not many people know how does this scheme work.

那到底什么是” Help to Buy” ?您有资格参与该计划吗?本文将为您简单介绍“Help to Buy”的基本概念,协助您实现置业梦。

什么是Help to buy?

The UK Government launched this scheme in 2015 to assist first-time buyers or movers into new-build properties to get onto the property ladder in the face of insufficient funds and increasing property prices. However, this scheme only applies in England.
英国政府在2015年推出该项计划,该计划的目的是协助首付资金不足和难以应对房价上涨压力的首次购房者或者新房置换者。但是该项计划只适用于英格兰地区。
The Scheme includes three types below:
这个计划分为以下三种类别:
  • Equity Loan (权益贷款)
  • Shared Ownership (共享产权)
  • Help to Buy: ISA (存款资助)
1. Equity Loan 权益贷款
This scheme is the most common and popular to the buyers. The UK Government will lend you up to 20% of the purchase price of your newly built property, so you will only need a 5% cash and 75% mortgage to make up the rest. You won’t be charged loan fees on the 20% loan for the first 5 years of owning your home.
权益贷款计划是最普遍和最受买家欢迎的项目。英国政府会借新房总价的20%给购房者,所以购房者只需要准备新房总价5%的现金首付和从银行借到的数额为新房总价75% 的商业贷款就能购买新房。
此项权益贷款计划的优势是,购房者在买房后的5年时间内不需要支付政府借出的20%房款的利息。
To reflect the current property prices in London, the UK Government increased the limit of the equity loan from 20% to 40% if the property locates within Greater London.
考虑到伦敦高企的房地产价格,如果购房者想要在大伦敦地区买房,英国政府将权益贷款的限额从20%增加到40%。
Am I eligible to apply for Equity Loan?

You are eligible if you satisfy the following requirements:
您只需要符合以下要求,您就有资格申请权益贷款:
  • You are the First-time buyer / Homeowners looking to move;

    如果您是首次购房者/ 换房者;

  • The property price is £600,000 or below;

    房地产价格为600,000英镑或以下

  • Not sublet the property or using your old property as part of the exchange deal

    不是转租房产或把旧房成为交换交易的一部分

  • Not own any other property at the time of property purchase

    购买房产时不能拥有任何其他房产

  • Obtaining mortgage (at least 25% of the purchase price) from lender

    成功从贷方申请到至少为房产购买价格25%的贷款

  • Able to access the cash at least 5% of the purchase price

    拥有至少为房款5%的现金

  • No investment purposes

    不能用于投资

  • Do not possess any interest in other dwellings

    不能拥有其他房产的任何利益

However, the new version of the Help to Buy scheme will start on 1st April 2021, it will have two main key changes in the following:
但是,“Help to Buy”计划新修订的版本将于2021年4月1日开始实施,主要有以下修订:
  • The scheme will ONLY be available for First-time Buyers; and

    该计划只适用于首次购买者;和

  • Introduce regional property price caps based on local property market price.

2. Shared Ownership共享产权
This Scheme offers you an opportunity to buy a share of your home (between 25% -75% of the home’s value) and pay rent on the remaining share. You may gradually buy more shares when you can afford to. You can buy a new build development or an existing one through resale programmes from housing associations.
该计划为购房者提供购买房屋部分产权(房价的25%-75%之间)的机会,产权的剩余部分会以租金方式支付。当购房者的收入有所改善时,购房者可以选择逐步购入更多剩余的产权。购房者可以通过房屋协会的转售计划购买新的开发项目或现有的开发项目。
Am I eligible to apply for Shared Ownership?

You are eligible if you satisfy the following requirements:
您只需要符合以下要求,您就有资格申请共享产权:
  • You are a First-time buyer, previously owned a home but cannot afford to buy one now; or

    如果您是首次购房者,或者是之前拥有过房子但现在无力购房;

  • You are an existing shared owner looking to move;

    您目前是房屋共享产权者并想换房;

  • Your household income earns:  £80,000 a year or less outside London/ £90,000 or less in London

    您的家庭收入:伦敦以外地区家庭年收入80,000英镑或以下/伦敦地区家庭年收入90,000英镑或以下

3. Lifetime: ISA 终身存款资助
The Help to Buy Scheme boosts your savings by 25%. The maximum bonus received from the UK Government is £3000. If you saved £200, you will receive the government bonus of £50. However, this scheme no longer accepts new application on 30 November 2019.
Help to Buy存款资助计划把购房者的银行储蓄提高25%,换句话说,如果购房者存了200英镑,将获得50英镑的政府存款资助。英国政府存款资助的最高上限为3000英镑。,但是,该计划于2019年11月30日停止接受新申请。
Since the above scheme has stopped taking new applicants a new scheme has been introduced by the UK Government, the “Lifetime ISA”. It assists applicants aged 18-39 to save for their first property purchase or retirement by boosting 25% of the savings. The applicant may save up to £4000 into a Lifetime ISA each tax year, with a maximum bonus to be received of £1000. This new scheme can be used together with Help to Buy Equity Loan.  
由于上述的存款资助计划已停止接受新申请,英国政府推出全新的”终身存款资助计划”。同样,政府将相应资助买房者银行存款的25%,来协助18-39岁的申请者购买首套房产或者用于退休生活。也就是说,购房者存200镑,政府将资助50镑。该计划每个纳税年度的储蓄上限为4000英镑,每年最多可以获得1000英镑的资助。该项计划可以与Help to Buy权益贷款一起申请。
